Si bien los objetivos de la Ley estaban enmarcados en el \u00e1mbito legal, tambi\u00e9n se especificaba un saneamiento f\u00edsico, pero en la pr\u00e1ctica debido a los altos costos de la habilitaci\u00f3n urbana, el Estado decidi\u00f3 encargarse solo de la entrega de t\u00edtulos de propiedad del suelo invadido, lo dem\u00e1s deb\u00eda ser responsabilidad de la poblaci\u00f3n. Desde entonces, el modo com\u00fan de producir espacio urbano en el Per\u00fa, y en espec\u00edfico en Lima Metropolitana y el Callao es a trav\u00e9s de la invasi\u00f3n de terrenos, esperando la amnist\u00eda estatal para que puedan obtener el t\u00edtulo de propiedad. Hist\u00f3ricamente, el Estado peruano no se ha hecho cargo del problema del acceso a la vivienda, ni de la habilitaci\u00f3n urbana de los barrios populares. Los esfuerzos de planificaci\u00f3n urbana se han concentrado solo en las \u00e1reas urbanas consolidadas, lo que ha generado un desarrollo altamente desigual.<\/p>\n\n\n\n<p class=\"ticss-d1595afa wp-block-paragraph\" style=\"font-size:14px\">Con el inicio de la pandemia en marzo del 2020, estas desigualdades se han visibilizado m\u00e1s, en el Per\u00fa el COVID-19 ha cobrado las vidas de muchas personas y precarizando m\u00e1s las vidas de millones de peruanos porque nuestro sistema de bienestar es casi nulo. En este contexto, en el presente libro se pone en cuesti\u00f3n la producci\u00f3n del espacio urbano Lima Metropolitana y el Callao desde 1961 hasta el 2020.
